Kigali, Rwanda – In a landmark move for South–South cooperation, the Rwandan government has signed a USD 4.6 million (approximately Rwf 6.6 billion) contract to design and implement Jamaica’s Integrated Electronic Case Management System (IECMS).
The agreement represents one of the Caribbean nation’s most ambitious justice-sector digitalisation initiatives and a major milestone in Rwanda’s technology export history. Over the past decade, Rwanda has established itself as a continental leader in public-sector digital transformation, with the IECMS standing out as a flagship achievement.
The IECMS is an integrated platform that connects all key justice institutions—including courts, prosecution services, police, prisons, and legal aid providers. The system is designed to streamline case management, reduce delays, and enhance transparency, earning recognition as one of Africa’s most advanced justice digitalisation tools.
For Jamaica, the project comes at a critical time. Like many countries seeking to modernise justice operations, it faces challenges such as court backlogs, inefficient processes, and limited access to transparent legal services. Rwanda’s experience in implementing digital justice solutions positions it as a strategic partner in addressing these longstanding issues.
This collaboration underscores the growing role of African technology expertise in supporting international development and highlights the potential for South–South partnerships to drive innovation in public-sector services.
